How to create two interfaces on same lan with Neutron, Heat and Kilo

I have a slightly out of the ordinary use case question. We are developing a piece of hardware that has a master/slave mgmt interface configuration where we have two interfaces connected to the same physical lan. We are trying to use Openstack Kilo, Heat and neutron to spin up virtual versions our prototype but unfortunately when I specify two ports on the same network in the heat template it fails with a "duplicate network" error.

Is there anyway to do this without hacking the source?
