The instances are not receiving IP address from DHCP server.

On troubleshooting with dhcping, found that DHCP server is responding with 'no answer' for dhcping. Is it expected behavior?

I can see the DHCP broadcast request send from the Compute node using tcpdump.

Searched and found many faced similar issues but i couldn't get proper solution for my issue.
