I am trying to launch a windows server 2012 instance from my openstack kilo. But it's stuck at "Getting Ready".

This is the error I found in logs

I tried accessing the address 169.254.169.254 from another machine and it's reachable even from there. Please suggest some workaround.

that log line doesn't say much. Keep on searching the logs and edit the question with more details.

How did you create your Windows image ? Maybe you should install again cloudbase-init.

Possibly it's a matter of MTU, when using GRE or VXLAN overlays.

Recent versions of Cloudbase-Init set the MTU based on the DHCP configurations. Try also to use a ConfigDrive when booting the instance.
