How can I separately download all-in-one openstack image or rpm(s) and install with few commands ?

While searching i see options to use git or rdo, where one can download all-in-one openstack images directly on the linux server and then install.

My Red Hat Linux 7.0 VM does not have access to internet. I am trying to find an image that I can download to my windows machine and then copy it over and then install all-in-one openstack on the linux VM.

Is there something available where i can get the image(s) and run few commands to install all of openstack ?
