Why a child cell is created by default?

Hi everyone!
I installed devstack (single node configuration) and I tried to create an API cell by enabling the nova-cell service and configuring the nova.conf as in here (the Openstack kilo documentation on cells).

[DEFAULT]
compute_api_class=nova.compute.cells_api.ComputeCellsAPI

[cells]
cell_type=api
name=api
enabled=True

After stacking, I only get a child cell that is created by default (I did not specify anything about a child cell). Can someone explain why the configuration in nova.conf is not taken into account and why a compute cell is created instead? Thank you!

Hello I am a newbie myself as well (I see you posted back in Aug 2015) - and I am also looking to set up a cell environment inside devstack.

I believe that settting up a cell environment may requires setting up BOTH a PARENTAND child cell. Instructions are at http://cynic88.blogspot.com/2014/11/devstack-installation-with-cells-in.html (http://cynic88.blogspot.com/2014/11/d...).

Hope this helps others as well. Am still working on trying to set up the cell environment as we speak.
