Neutron on same node as keystone 401 error

Ok so I have a

multi box system

We have the controller on one box and we want to run neutron on the same box. I have followed the install instruction per Install Networking on Dedicated Controller

In the instructions I get to edit api-paste.ini in the /etc/neutron dir (however the file doesn't exist)

When I start Neutron it seems to start, however can't run neutron ext-list

when I run with debug I get the following:

You can look up the log of keystone to check if there is any errors in keysotne. The directory of keystone log file is : /var/log/keystone/keystone.log.
