Im a newbie to openstack and would like to contribute to it.

Here are my questions.

  1. Is running a basic installation on Openstack is enough?
  2. What would be the best way to start?

The best way to start is being helping (also learning) at ask.openstack.org and on mailing list. You will learn a lot and in some cases you'll help other people(now you are contributing to openstack community). When you have a deeper knowledge, you can start issuing, fixing or validating bugs. Also you can help translating the dashboard to other languages.

My answer for the first question:

With a basic installation you will have knowledge about how openstack works, but you won't have a deeper knowledge.

For the second question:

The best way is to be actively involved at mailing list (users, developers, etc)

Regards

You're embarking on a long journey and unfortunately there is no easy nor fast answer to your question. Start by reading the basic pages on the wiki, like how to contribute.
