How to avoid user to boot instance from public network?

I am using neutron and seems like I can boot an instance from a public network. I am just wondering how can I avoid user from doing that?

Boot an instance from a public network is bad as we should boot an instance from a private network and user the floating ip to communicate with it.

are you logged in with an admin account? if yes then change to a normal user. if the settings of your public network are correct (shared=false) then you will not be able to choose the public network for the NIC of your instance.
