I am unable to create instance. Following is a stack trace -

org.cloudifysource.esc.driver.provisioning.openstack.OpenstackServerException: Error requesting Openstack (code=409): {"NeutronError": {"message": "Unable to complete operation for network 2eea1112-ad37-47e3-8a32-2f4bf95500f7. It says that IP address xx.10.70.xx is in use, but is not actually.

Listed all IPs using neutron port-list and could not find xx.10.70.xx in output.

What could be the reason?

Thanks, Prithvee.

You are using Cloudify for orchestration instead of native Openstack tools. It is likely that Cloudify maintains its own database to track IP addresses, you might want to check their documentation to get details.

Try running nmap -sP xx.10.70.xx to confirm if the IP is in use.
