nova-compute: No hypervisors available - No service record for host [closed]

Running openstack in a mixed environment: Kilo Controller, Kilo Netwok, and a Juno Compute node.

After running through all the install, everything looks good except that I am unable to start instances. The nova hypervisor-list output is empty, but the the nova service-list shows my compute-node (enabled and UP).

I enabled debug on my nova-compute node and I see: WARNING nova.compute.resource_tracker [-] No service record for host compute1

I read that Juno compute nodes should work with Kilo Controller/Network nodes so I am just looking for any pointers as to how to resolve this.

I did check my /etc/nova/nova.conf and have validated that my connection entry is correct.
