How to add configdrives in rescue mode to Nova using KVM? [closed]

When we start rescue mode for a server, its rootpassword isn't set and it doesn't have any networking. I suspect this is due to missing configdrive; in regular boot kvm gets called with these options:

-drive file=/var/lib/nova/instances/2b05c4fe-919e-4385-82a5-2ab35b50ac08/disk.config,if=none,id=drive-ide0-1-1,readonly=on,format=raw,cache=none

 -device ide-cd,bus=ide.1,unit=1,drive=drive-ide0-1-1,id=ide0-1-1

But in rescue mode, these options are missing. Is there any way to tell Nova to add configdrives in rescue mode?
