I thing that i'm having same issue, but i don know how fix it. I use Ubuntu 14.04 and today I install glance client, but image-create not work properly.

I run: glance image-create --name cirros-0.3.4-x86_64 --file cirros-0.3.4-x86_64-disk.img --disk-format qcow2 --container-format bare --visibility public --progress

but I don't have any feedback and execute eternally. On dashboard can see in queue and 0 bytes.

I have this packages version:

glance: 1:2015.1.2-0ubuntu1~cloud0

glance-api 1:2015.1.2-0ubuntu1~cloud0

glance-registry 1:2015.1.2-0ubuntu1~cloud0

I don't know for kilo, but for juno, I had images put in queued status when I used the wrong credentials, at glance image-create time...

BTW, You can see an image creation time (epoch it was imported into glance) with glance image-show

EDIT: sorry for the confusing answer
