Image could not resize the disk

I created 2 RHEL6.4 images as the guide http://docs.openstack.org/image-guide/content/ , one with LVM, one with only one partition, all installed cloud-init & cloud-utils. But when lunch the instance, the disk did not resized as defined in flavor. Anybody could share how to create the image? Thanks in advance.

Red Hat 6 does not currently support online resizing the partitions (which would be needed for cloud-init to do this work). We've defined a process for our users in http://information-technology.web.cern.ch/book/cern-cloud-infrastructure-user-guide/administering-vms/resizing-disks but it requires a reboot.

There is some ongoing work with cloud-init and ramfs but I don't think it has made it to the wild yet.
