How to open TCP tunnel to send traffic to an instance?

What are the ways to open a TCP tunnel and send traffic from the Internet to a component on the OpenStack side, which can pass the traffic to instances on the private network?

If I understand your question, the easiest thing to do is just assign your instance an externally accessible floating ip address. This is what floating addresses are for -- to provide external connectivity into the private instance network.

I want to be able to send traffic to instances that doesn't necessarily have a floating IP address.
