I'm trying to create a public network (in a test lab where we get the ip addresses through DHCP, hence I limited the public network to /32 cidr range) I'm trying to map this public network to my router in quantum I'm getting the following error:

"No more IP addresses available on network fca44fe9-0afb-4458-985e-12ae876b5494"

It's very hard to debug network-related issues. There is a post that explains more about debugging and logging OpenStack. By Victoria Martínez de la Cruz Logging and debugging in OpenStack. If you're still stuck probably the best thing to do is to hop on IRC and get some help

What are you using quantum or nova-network? Why are creating a network with a /32 cidr range?

My networking is a little rusty, but isn't a netmask of 255.255.255.255 translating to a HOST? Which would mean that you do not have any addresses but that single address. So there would be nothing to allocate.
