Are the empty [] enclosed section headers in the configuration files important?

In the default config files there are huge commented out sections but the section headers are not commented out, does this mean they should be left in if I want to create an easier to manage condensed file without all the commented out sections? Do they have any meaning if there are no uncommented directives before the next header?

Section headers are not commented, so you can add configurations there if you want.

You should leave them there, even if they are empty.

I have assumed all the defaults for a section will be used whether the header is there or not, is that correct?
