Getting Icehouse to use hv_relaxed for Windows hosts

I'm using Icehouse from the Ubuntu 14.04 rep. I migrated my database from another openstack install, but I haved check image_properties table that os_type='windows' and that in instances it has os_type='windows'.

But the optimizations for hv_relaxed and clock aren't added to libvirt.xml. So the hosts hangs after just a few hours.

Anyone know how to configure so that these are added correctly? Thanks!

If migrating to Kilo or Juno is not an option, I'd suggest to backport in a downstream branch the relevant Nova libvirt Juno patches.

I have just upgraded to Juno. And imported my instances through mysql (because the installation failed when trying to upgrade to kilo first). But anyway. I have reboot --hard my instances to recreate the libvirt.xml. But it doesn't contain the new optimizations. I have os_type=windows in instances.
