Currently the best way to move to a new version of the cloud is an in place migration. There are docs about doing in place upgrades, however you will be adding in difficulty by changing your network scheme. I would recommend setting up a test environment to try out Neutron to make sure it is exactly what you need. Afterwards you can migrate the instance via Snapshots, download from Glance, upload to the new Glance, relaunch. The issue is that all of your current instances will need to be swapped over.
