stuck at nova in openstack icehouse installation on centos 7 on two node

following is the error the openstack icehouse is suffereing

nova network-create test-net --bridge br100 --multi-host T --fixed-range-v4 192.168.203.10/29
ERROR: The server has either erred or is incapable of performing the requested operation. (HTTP 500) (Request-ID: req-4fda15a6-7d00-4a53-9a1d-a778ec73239f)

i am installing openstack icehouse in centos 7 and i stuck at above error

this is how much i am able to install

How you intend to invoke service which is disabled

Hi, I see you did not install neutron servce and nova-network was inactve, so no networking services support you to create network, as you know, you failed to create the network. Neutron service or nova-nework should be installed.
