can we deploy openstack over an openstack instance?

If I am a tenant on openstack public coud, cn I setup my own openstack cloud service using the resources provided? If yes then please mention the steps.

You can. However, you will be limited to using QEMU as your hypervisor as you are already in a virtualized environment. I have actually deployed a 3 node environment and devstack using HP's Helion Public Cloud. I would suggest you first use devstack to get the hang of it. It is a one node setup that wont require you to create multiple networks, etc. The instructions for a 3 node setup are here:

It's Workstation specific but it should help with network creation, etc.

What if I don't have an interface, how can I do it from openstack CLI?

It is called nested KVM. Please follow these steps.
