heat event-list has duplicate entries

I'm using icehouse version of heat to create 200 servers, 200 volumes and attach one volume to one server. I saw two entries in heat event-list for each server, each volume and each volume attachment (only a few just have one). For the two entries, one is in create_complete state and the other in create_in_progress state.

Eventually, heat stack creation succeeded.

Just wondering if anyone saw something similar.

An event is generated for every resource state change, so one event is created when it goes into CREATE_IN_PROGRESS, and another when it goes from CREATE_IN_PROGRESS to CREATE_COMPLETE. This is expected behaviour.
