Rate limit of Neutron network

Hi there,

We are deploying OpenStack on our public cloud infrastructure and we want to set rate limit on our tenants. I am aware that traffic control can be done either by TC in linux or flow control in OVS. But which one is more preferable? Or is there a more OpenStack-y approach? Is there a blueprint to realize this function in Neutron?

Currently there is no QoS with Neutron now. There is a blueprint on this
