One external network for multiple tenants

What is the best practice to share one external network between multiple tenants?

Say, I have only one externally accessible subnet 10.0.1.0/24 (behind corporate NAT) and I'd like to share this subnet between two tenants. Should I create one shared network with 10.0.1.0/24 subnet and assign different ranges to each tenants (e.g., 10.0.1.2-10.0.1.127 to one tenant and 10.0.1.128-10.0.1.254 to another)? I'd like to know what other options I have and what is the best community practice?

I am using DVR on Juno neutron with OVS plugin and GRE.

In our environment, we created 1 network (called ext-net), and made it shared. Then, each tenant typically connects a router to this [so the router has 1 IP from ext-net], and then they connect their instances to their router. I also used a 10/8 range for my ext-net.

The challenge i ran into was you needed admin privilege to attach a port to the network.
