Why the instance only can banding one floating IP?(Kilo)

On kilo,I find the instance only can banding one floating IP but,on Icehouse,it can banding multi IPs. who can tell me the reasone? tks.

I successfully bind 2 yesterday and both are working fine. I use RDO for installation.

I use apt for installation manually. I means bind 2 IPs to a instance witch have 1 network. I get error message as follow: ...Error: Cannot associate floating IP 10.68.25.105 with port xxx,as that fixed IP already has a floating IP on external network cb3052fd-1948-4590-a1bf-d92b68e561af.
