Kilo assigning ipv6, even though its disabled

So I deployed an all in one installation of packstack kilo, and have an external bridge.

I have ipv6 disabled in /etc/nova/nova.conf


I have two networks (public and private) image description

However when I try to start an instance of Cirros it gets assigned an ipv6 address and tries to find an ipv6 router?

Horizon shows an IPv4 address from my floating range

image description I have been through nova, and neutrons logs, but could not see anything of merit.

I can see the assignment in /var/log/messages
