Nova-docker installation, proxy, and floating ip pool

Hello,

I'm currently learning basics of Openstack and I would like to use it with docker. And sooo I've succeed to install the controller, to installer the compute node, and to install a docker, BUT I have some little problems.

First question

I'm trying to install the openstack driver for docker and I'm using this tutorial : https://wiki.openstack.org/wiki/Docker#Installing_Docker_for_OpenStack (https://wiki.openstack.org/wiki/Docke...) but I have a problem : I don't know Python, I've tried to launch the command "python setup.py install" and it looks that my proxy isn't considered no matter if I've valued http_proxy and https_proxy

I've tried several elements but I may miss something. Do you already had to install to nova driver through a proxy ? Thank you !

Second question

I've another question : Is there a way to assign a IP range as flotting IP for the openstack instances ? As I've read we can only assign a subnet but I would like to assign the range 10.10.10.180-200/24 and no matter what command I use I've never succeed to create an ip pool as I want.

I know it's some newbies questions, but I'm stuck for days now so...
