I upgraded from juno to kilo, why am I missing the openstack script/program from the kilo install manual?

After upgrading from juno to kilo on Ubuntu 14.04, the script/program named "openstack" seems to be absent. Prior to the upgrade, juno seemed to be running fine. The first of many steps in the install manual that use the "openstack" script/program is the step 'openstack service create --type identity --description "OpenStack Identity" keystone' on page 38 of the 5/6/2015 kilo install manual for Ubuntu 14.04.

Does the "openstack" script/program replace the keystone CLI ( script/program)?

I performed the upgrade on all physical machines by doing the following all from page 28 of same manual:

# apt-get install ubuntu-cloud-keyring
# echo "deb http://ubuntu-cloud.archive.canonical.com/ubuntu" "trusty-updates/kilo main" > /etc/apt/sources.list.d/cloudarchive-kilo.list
# apt-get update && apt-get dist-upgrade

A lot of items were installed/ updated but not the "openstack" script/program.

I could not find instructions on upgrading from juno to kilo elsewhere.
