The number of vcpus is determined by 'flavors'.

The fequency of the vcpu is determined by the hardware and is not configurable when using KVM.

Thank you very much Sam Yaple. I have another question. Indeed, my physical CPU is 2.6GHz, with 4 cores. Is it means that my computer has 4 * 2.6GHz = 10.4 GHz ? Hope to read you best regards.

You can set the CPU speed using cpu_limit parameter while creating a flavour. You need to specify the upper limit in MHz . Not sure whether this parameter will work on all hypervisors.

You are talking about cpu_quota and cpu_period in extra_specs. Those should work to limit cpu usage, but it won't actually affect the frequency displayed to the guest.

A useful contribution nonetheless. Thank you!
