I have setup nova using mirantis and I am getting notifications using "stacktach". I see that error messages are displayed in stacktach interface but I fail to see notifications when instance state changes (created, updated, poweroff, etc). Neither cinder, nor stacktach can get those notifications. My nova configuration fragment is below:

However, I still cannot get "compute.instance." notifications in "" channel. I only get messages from "notifications.error". Any idea how I can get compute.instance. notifications out of channel?

EDIT: I found why stacktach was not getting messages out of "". Before stacktach was able to pull the message, 'ceilometer-agent-notification' gets and processes it. I stopped ceilometer-agent-notification and stacktach is getting all the messages correctly. I believe that's why nova and other services should write to 2 notification channels: one for "notifications.{info, error}" and one for "monitor.{info, error}" so that stacktach can get the messages from monitor queue, and other services get messages from "notifications" queue.

Now, the question becomes why I cannot see "monitor" queue in rabbitmq admin console when I set "notifications_topic = notifications, monitor" in nova, cinder, etc.

Was the nova.conf file updated on both the controller and compute nodes?

Yes, it was updated. Actually I may have found the problem. I am editing the question now.
