Instance Not able to Get IP Address when assign a network that attached to router

Hi Guys,

it has been long time since my last question here. i notice that kilo just been release. i have spawn 4 virtual server to test kilo. my setup would be.

1x controller + compute
3x compute + network( l3,dhcp are installed together)

i manage to bring up VMs, however, i notice that if i spawn an instance and attached to a network which is attached to a router. i find that VM is not able to get any ip set to it. even though i can see openstack has assign an ip to it.

but when spawn an instance using a network which is not attached to router, the instance are able to get ip address assign to it. I have trying to find if there is any error reported in the logs. but it seems like i cannot find anything. Please advise how can i troubleshoot this?
