How to specify IPs for Centos guests under nova-network?

I need for my centos guests to be assigned specific IPs at boot time, so I was trying to use nova-network with FlatManager and flat_injected=true. But now I see the docs say it only works for debian style /e/n/i guests. Is there any workaround for centos guests? Do I have to be using neutron to assign specific IPs to centos guests?

Looks like the answer is to enable a configuration drive. http://docs.openstack.org/user-guide/content/config-drive.html If I get it to work, I will post back.
