Issugin command "neutron agent-list" results in Connection to neutron failed: Maximum attempts reached

Whenever I issue the command "neutron agent-list" I see an error stating that my connection to neutron failed. I have keystone, glance, and nova installed and I'm able to query the keystone server with my login credentials matching that of my config file. I'm running the following Operaing System: Ubuntu 12.04.2 LTS (GNU/Linux 3.5.0-36-generic i686). If I list the processes running (e.g. ps | grep neutron), I see that the neutron-server process is constantly restarting.

I've attached my log file below which contains the error: "Unable to load neutron from configuration file /etc/neutron/api-paste.ini."
