How to install OpenStack when a keystone directory is missing?

I am trying to install and configure OpenStack. I am trying to add the identity service.

I am trying to follow "To install and configure the components" with step 2 here:

"Edit the /etc/keystone/keystone.conf file and complete the following actions:"

I don't see a "keystone" folder in the /etc/ folder above. My /etc/ folder has no "keystone" folder. Did I do something wrong? Can I create it and move on without worrying?

The /etc/keystone directory should be created along with the skeleton files from the package install.

Try to reinstall the keystone package.
