Does it trigger builds when you don't add the smtp reporter to that pipeline? What leads you to believe it's an SMTP reporter configuration problem?

yes when i exclude the smtp from reporter it trigger the build

Most of the Zuul developers and user community don't really pay attention to ask.openstack.org (it's more for OpenStack server software, not community infrastructure projects). I recommend the #openstack-infra IRC channel on Freenode or openstack-infra@lists.openstack.org mailing list for Zuul help.

The Zuul documentation has a great example of its SMTP reporter, but if you need a real-life example have a look at the layout.yaml for zuul.openstack.org and in the pipelines list you should see an entry for a periodic-stable pipeline like this:

  - name: periodic-stable
description: Periodic checks of the stable branches.
    manager: IndependentPipelineManager
    source: gerrit
    precedence: low
    trigger:
      timer:
        - time: '1 6 * * *'
    failure:
      smtp:
        from: jenkins@openstack.org
        to: openstack-stable-maint@lists.openstack.org
subject: 'Stable check of {change.project} failed'

I have tried both the ways but zuul is not working actually it did not trig the build may be issue is in the syntax

Well, yes the trigger in my example above is for a timer (periodic) trigger rather than a gerrit trigger. I was mostly including that pipeline definition to highlight a real-world example of the smtp reporter.

it is solved now with this method i Have not used single quotes and brackets as you use it to write project and change.
