To enable this functionality in Juno [1][2] you must set the Nova option allow_duplicate_networks=True and restart the Nova services. Once this is done adding a NIC on the same subnet is no different in Juno to adding multiple NICs on separate subnets:

# nova boot --image=<IMAGE> --flavor=<FLAVOR> --nic net-id=<NET-ID-1> --nic net-id=<NET-ID-2> <NAME>

Previously if NET-ID-1 and NET-ID-2 were the same this would result in a DuplicateNetworks exception, this is no longer the case in Juno if allow_duplicate_networks is True. This option will be deprecated in Kilo, and removed in Liberty with the default behaviour becoming allowing multiple NICs from the same subnet to be attached to the same instance [3].
