Try this:

-- check volumes
sudo vgs

sudo losetup /dev/loop0/opt/stack/data/stack-volumes-default-backing-file
sudo losetup /dev/loop1/opt/stack/data/stack-volumes-lvmdriver-1-backing-file

-- check volumes (again)
sudo vgs

-- start cinder

sudo cinder-rootwrap/etc/cinder/rootwrap.conf env LC_ALL=C vgs --noheadings -o name stack-volumes-lvmdriver-1
/usr/local/bin/cinder-volume --config-file /etc/cinder/cinder.conf

-- After system reboot i need call ./rejoin-stack.sh (before all above)

cd /usr/local/src/devstack/
su stack
sudo ./rejoin-stack.sh
