I am trying to create a private network in openstack I continue to get this error message

I have ran my subnet through an online utility to verify my calculations are correct and everything checks out.

With 10.0.100.0/24 on a 255.255.255.0 mask I should be able to use the IP pool of: 10.0.100.0 - 10.0.100.255 which is a total of 256 hosts also confirmed via the calculator above. So I am slightly perplexed as to why I am seeing this error

I tested a couple more calculators, and I believe the first one I used has a bug because it appears the starting IP in the pool SHOULD be: 10.0.100.1 instead of 10.0.100.0, also the last address should be 10.0.100.254 instead of 10.0.100.255... After making these corrections it was happy
