Find root cause.
Missing configuration in nova.conf on compute node.
[default]
....
network_api_class = nova.network.api.API
security_group_api = nova

Comments

I think this information is misleading. There is no such needed command in the Compute page of the Openstack Juno Installation guide on Ubuntu 14.04 http://docs.openstack.org/juno/install-guide/install/apt/content/ch_nova.html#nova-compute-install (http://docs.openstack.org/juno/instal...). Happy to be corrected if I am wrong.
