How to switch to manual network management on Ubuntu 14.04.2 desktop ?

This question is asked by me in regards of Juno setup on Ubuntu 14.04.2 .
I configured /etc/network/interfaces with static IP, however service "networking refuse to stop"
by some reason. I was able disable network-manager only via hard reboot, then configuration file
took over on network-manager and the last was disabled. Is it expected Ubuntu behavior
either I did something wrong

$ sudo stop network-manager
$ echo "manual" | sudo tee /etc/init/network-manager.override
edit flag offensive delete link more
