I would quess no because of
1. https://repos.fedorapeople.org/repos/...
2. https://wiki.openstack.org/wiki/Kilo_...
3. Devstack git repo status

root@junoFedora21 ~]# git clone https://git.openstack.org/openstack-dev/devstack

[root@junoFedora21 ~]# cd dev*
[root@junoFedora21 devstack]# git branch -v -a
* master 4e81d24 Merge "Add some discussion about review criteria"
  remotes/origin/HEAD            -> origin/master
  remotes/origin/master 4e81d24 Merge "Add some discussion about review criteria"
  remotes/origin/stable/icehouse d795232 Take an optional rabbit user name as input
  remotes/origin/stable/juno 660faae Merge "Ensure quoting of selected API extensions" into stable/juno

As soon as "remotes/origin/stable/kilo" will appear you would be welcome to test via devstack on F21, most probably F22
In meantime master works on F21 with some upgrades via Fedora Rawhide.

 # yum -y install git  fedora-repos-rawhide
 # yum --enablerepo=rawhide install python-six  python-pip python-pbr systemd

Can packstack be used for the openstack installation in this case?

Per https://trello.com/b/HhXlqdiu/rdo packstack GA day is 05/07/2015.
Devstack may be used in meantime on F21 view http://bderzhavets.blogspot.com/2015/... . Just update local.conf for libvirt driver and stack.sh will perform usual install .
