check the openrc is able to authenticate, Do

curl -v -H "X-Auth-User: <SERVICE_USERNAME>" -H "X-Auth-Key: <SERVICE_PASSWORD>" http://<KEYSTONE_HOST>:35357/v2.0/tokens/

See your credentials are authenticating and able to connect successfully ?

I would recommend you qemu to convert the image to qcow2 prior to uploading or just try modifying your '--disk-format raw' and see if that works.

It may be worth trying one of these options. good luck.

glance image-create --name "cirros-0.3.3-x86_64" --file /tmp/images/cirros-0.3.3-x86_64-disk.img \ --disk-format raw --container-format bare --is-public True --progress

qemu-img convert -f raw -O qcow2 /tmp/images/cirros-0.3.3-x86_64-disk.img /tmp/images/cirros-0.3.3-x86_64-disk.qcow2

I got the same error with Openstack Ocata version. The problem I had was somehow the Glance database tables were not created. Only the database itself was created but not the database tables. I had to manually create database tables. So please check whether your database tables are created. I used this to create database tables. https://docs.openstack.org/glance/pike/contributor/database_architecture.html (https://docs.openstack.org/glance/pik...) But please check correctly because sometimes the attribute names are different in different versions.
