Create a server without network?

From ( it looks like it's not actually possible to create a server without any network. If the network parameter is omitted, nova will try to create a server with all isolated networks. Do I interpret this correctly? I'd like to create a server for testing purposes without a network attached. Is this possible?

[edit2] Clarification: my issue is that nova will try to provision with all isolated networks, and for this it will also consider shared networks -- even if it doesn't actually have permission to create an interface there. (If no networks are found, also not shared ones, it will indeed not provision any interfaces)

[edit] I'm referring to neutron connectivity here, not actual physical networks

If you need to launch an instance without network connectivity, then that's possible, using 'nova boot' just omit the --nic paramenter and that's it.

Not quite... without --nic, nova will try to provision with all isolated networks, including shared networks. And that's where my issue comes in, it will also try to provision on a shared network even if it doesn't actually have permission to do so

You won't be able to set RDO Juno on CentOS 7 or Openstack Juno on Ubuntu 14.04 without connection to Internet. Anyway you need router ( acceptable for your ISP) and ethernet card plugged into your box to get connected to ISP. You may not have any other network, except supporting your Internet Service.
Actually, all others networks been built up un Openstack install completion would be virtual.

Sorry, my bad -- I was talking about neutron networks, thankfully I do have general physical network connectivity :-) -- updating Q to make less ambiguous
