Cannot start instance after reboot

I have a problem which is driving me slightly insane.

I am running an all-in-one Juno environment on CentOS 7, manual build following OpenStack docs

If an new instance is created it will run up without any issues, however if the host everything runs on is re-booted the instance will fail to start.

Looking through the nova-compute.log, the following occurs

One additional thing. If you remove the instance configuration and leave the volume, then re-attach to a new instance configuration the instance will boot successfully. However don't really want to have to do this everytime.

Have targetcli utility installed, service target enabled and running. This service is responsible to handle iSCSI targets persistenet between reboots . Detailed configuration of LVMiSCSI backend for cinder in RDO Juno on CentOS 7 may found here :

Thanks for the response. I double checked that target (service) is running at boot and it is.

Interestingly if I run targetcli and then quit it so it writes out the config to a file, everything works after the reboot which suggests target is not persisting it's config which seems very strange?

Please, post somewhere your cinder.conf or check with instructions from link I provided.

cinder type-create lvmg
cinder type-key lvmg set  volume_backend_name=LVM_iSCSI
