Openstack Havana release with external tool providing IP

Hi all,

We've got an external tool, a sort of IP manager, that is administrated by another team within our organization, that when we want to deploy a virtual machine, we use to get an IP.

How it works is pretty simple, we invoke an API call to that organization, give it a couple of inputs and it returns the IP we should use.

We are considering implementing Openstack within our organization but have some doubts on how this would work together, the IP get procedure and the deploy done through openstack. Basically my doubt is if it is possible to use openstack do deploy and manage virtual machines without using the networks withing openstack.

Does this question make any sense? Let me know your thoughts
