I have a large client moving to an OpenStack Cloud, does a set of standards exist in reviewing and testing applications for the OpenStack environment?

You may want to look at the refstack project: tools for OpenStack interoperability testing. The tool displays the results of tests run across different clouds so that interoperability can be proven.

Full compliance with the APIs for REST and compatability with Amazon's EC2 and S3 APIs. IBM has more detail here and here with coding standards documents also available.
