floating ip router badness

I just upgraded one of our clouds from icehouse to juno. We have multiple provider networks with floating ips.

One such example has two public networks, each network with one subnet. Then there are two routers, each one with a gateway on one of the public networks, and attached to the internal tenant subnet. It use to work fine. Floating ip's on the one network hit its router, and floating ips on the other, hit the other router.

After the upgrade, I saw this:

Two separate networks trying to be on the same router. What would cause this regression?

This is rdo juno on sl7.
