The best place to get started looking for support on any of the OpenStack components is the from the list of companies supporting OpenStack. Also, the Getting started page has a section titled "Companies Who Can Help" with some suggestions.
http://www.enovance.com (eNovance) is a french company that does that. Its team is a big contributor to OpenStack and has at least one core Swift developer in it!
