what decides a tap belong to which port?

Just as shown in the figure(page 17) ,the tap xxx and qr-yyy belong to the port vlan tag :1 while qr-zzz and tap www belong to the port vlan tag:2.And I want to know what decide this allocation?(http://openstack.jp/assets/files/20121222/quantumunderthehood20121208-121208020414-phpapp02.pdf)

That diagram is bad as it suggests that the tapXXX and qr-YYY share the same port. Actually each interface gets its own port on br-int. It is the VIF driver called by the dhcp-agent that creates the tapXXX interface and port. It is the VIF driver called by the l3-agent that creates qr-YYY interface and port. The ovs-plugin-agent then puts them in specific vlans on br-int for isolation - see here. So maybe the diagram is just trying to convey that the ports are in the same VLAN.

Thank you for your help !Well,if I creat a new instance named cm004 and intend to put it into net02, what do the work to put the tap of cm004 into port vlan tag:2 ?

You do not need to do any work. The ovs plugin does it for you.
