How to set up a Federation in Openstack Juno?

As the question states, I would like to federate different Openstack setups in different geographical location(s) . The current setup that I have has been deployed using Fuel 6.0(featuring Openstack Juno release on CentOS 6.5). I am very new to the concept of federation and any help would be much appreciated.

Tim, I am using CentOS 7 with Juno. For enabling Federation, I am having troubles setting up Shibboleth. Apparently, official openstack guides are not much helpful for CentOS. Can you point me to some good resources for configuring Shibboleth/OpenID ? Thanks.
