the question you asked is incomplete. On what OS you installing openstack?

if you are using OpenSUSE 13.1 then type

zypper install openstack-keystone python-keystoneclient

if you are using REDHAT then type

yum install openstack-keystone python-keystoneclient

if Debian or Ubuntu then type

apt-get install keystone python-keystoneclient

follow the installation guides appropriately.

Assuming you are on Debian or Ubuntu the package name is just 'keystone' once the repository has been added.
